Hoxie City Clerk Peggy Miles (right) swears in Larry Couch to complete the remainder of the term left vacant by the resignation of council member Kenny Franks.

Larry Couch was appointed by the Hoxie City Council at its meeting on Oct. 13 to complete the term of council member Kenny Franks.

Franks recently moved, which required him to resign from his seat on the council.

Mayor Dennis Coggins recommended Couch be appointed since he is the only candidate seeking election to the position. Franks had not filed for re-election.

Council members also approved a reuse loan for Danny Simpson. Simpson had requested $13,000 and asked to borrow an additional $5,000 to do work on his building for a total loan of $18,000 at 3.5 percent interest.

An update was given on the reuse loan that was previously approved for Michael Sanders who is purchasing the Franks Body Shop property for his business. Mayor Coggins advised that all the paperwork is done on the loan, and Sanders is set for closing.

In other business, the council:

approved an updated employee handbook on the first reading. Two more readings are required for the handbook to go into effect.

authorized City Attorney Nancy Hall to contact Don Nicholas about trailers located in the city.

voted to ask Barbara Brown if she would be willing to serve as the resident representative on the Hoxie Housing Authority Board.

heard from resident Becky Gray about sewer issues in her yard and neighborhood. Mayor Coggins said he would look into the issue.
